Two men with international ties added to FBI 'most wanted' list

WASHINGTON (Reuters) - The FBI added two people on Monday to its list of most-wanted fugitives: a Mexican laborer accused of killing a woman in Louisiana and a former U.S. university professor charged with committing sex crimes in the Philippines.
The FBI is offering $100,000 for information leading to the arrests of the men, who are the 499th and 500th fugitives to be featured on the Ten Most Wanted list.
José Manuel García Guevara, 25, is a Mexican national who investigators said raped and killed a woman in Lake Charles, Louisiana, in 2008, in front of her 4-year-old stepson. Guevara and the woman lived in the same mobile home park, the FBI said.
He is believed to be in Mexico but might have traveled back to the United States, the FBI said.
Walter Lee Williams, 64, was an anthropology and gender studies professor at the University of Southern California. He left in 2011, an FBI spokeswoman said.
Using academic research as a guise, Williams traveled in the Philippines and elsewhere in Southeast Asia to have sex with boys who were underage, according to the FBI. The bureau said it had identified 10 victims between ages 9 and 17.
"Mr. Williams allegedly utilized his position to identify at-risk youth for the purpose of sexually exploiting them and documenting those events," FBI Assistant Director Ronald Hosko said at a news conference in Washington.
Williams may have lived in Indonesia and Thailand and traveled to Mexico and Peru, the FBI said.
The Ten Most Wanted list has been in place since 1950. The bureau uses it to draw attention to some of the most dangerous U.S. fugitives.
Of those who have been on it, 469 were caught or located, the FBI said. Others were removed when they had been on so long that publicity was no longer likely to help find them, or for other reasons. (Reporting by David Ingram; editing by Jackie Frank)

Subic Beach of Matnog, Sorsogon



Now, now not everyone is familiar with what Sorsogon has to offer. People mostly think that Sorsogon is filled only with mountains. True, but remember that Philippines is an island surrounded by sea and for sure there is an island that is gifted with a nice-relaxing beach.


One of these island is the Subic beach located at the southernmost place of Bicol Region at Matnog, Sorsogon. A very cheap alternative way to relax without spending too much money.


The place is like Caramoan of Camarines Sur, a perfect island that people could enjoy. Pure-fine-white sand like Boracay, a perfect view of the blue sea and cool natural shades. These are just some of this island has to offer.


You can ask some people around specially the fisherman if they could get you some fresh fish or some Lato - an edible seaweed perfectly matched with a pinch of salt and a lemon.

Tourist Destination

Aside from the beautiful beach, there are two other destination that you could ask your helmsman to tour you around the place.




You can ask them to show you the caves and if you have time you can snorkel on selected nearby caves and take pictures together with the corals and fishes.


Setting aside the caves you can visit the fish pen or what they all call fish sanctuary. There is actually no fee to visit the place but it is wise to buy food for the fish and have fun feeding them.
Places to Stay



For a not much developed but popular beach you will be amazed that there is a nice room to stay that cost only 2000 Pesos. If you could not afford that much you can choose to put up a tent for free on the seaside preferably under the tree.

How to get there

If you are not from Bicol. It would be wise to start at the Legazpi Grand Terminal and take a van for only 90 Pesos that would take you to Sorsogon Terminal, it takes an hour to travel going there.



From Sorsogon Terminal take a Jeepney going to Matnog Pier for only 90 Pesos with three hours travel and expect the Jeep to be fully loaded.


From Matnog Pier, ask someone where the trip going to Subic Beach and they will lead you to where the Motor Boat or Kumpit is located. No worries, people here are friendly but carry your own baggage to be safe. The Motor boat would cost only 1500 Pesos for a 12 seater passenger and it would take 30-45 Minutes of travel.

Siya po si Lola Adeling, Inabuso po siya it really breaks my heart!! How could they do this Isang matandang dalaga na walang kalaban laban.. binaboy at pinahirapan. nilampaso sa sahig, pinag uumpog sa pader, pinagtatadyakan, sinakal sakal ng tali at sinalaksak ng tubo ng poso sa bibig at sa ari.. Ni hindi mkapagsalita dahil wala nag tiktilaukan, nakalayod pati yung gilagid at napunta sa lalamunan... I can't just imagine na malayang malaya paring nkakagalaw ngayon ang gumawa ng karumaldumal na krimen nato!!

The Story of Alberto Pilapil

This is Alberto Pilapil, 62 yrs old. Nakilala ko sya nung nag-aabang ako ng bus pauwi sa may Buendia, malapit sa Taft Avenue. Nanghingi siya ng barya, pangkain lang daw. So ako naman, since may extra, kumuha ako sa bag ko ng barya. After niyang magpasalamat, di sya umalis. Nagsalita siya na pasensya na raw, hindi naman daw niya gusto yung ginagawa niya. May nagdala raw kasi sa kanila sa Manila para magtrabaho, then iniwan na sila. So nakinig na ako.
Wilfredo Caňete ang pangalan nung nagrecruit sa kanila. May irerenovate na bahay raw kasi sa Bulacan. Kasama si Mang Alberto sa 8 tao na magrerenovate sa bahay. Yung 2 ata sa kanila menor de edad pa. Well, common naman sa atin yun di ba? Anyway, imbis na dumiretso sila sa Bulacan, tumigil muna sila sa Baclaran church. May mga dala kasi silang bigas kaya sabi ni Wilfredo, iwan muna doon, kasama sila Mang Alberto. Babalikan na lang daw agad sila.
Nung bumalik si Wilfredo, kinuha lang yung bigas. Sabi niya, may sira daw kasi yung sasakyan nap pick-up sa kanila. Iniwan niya sila Mang Alberto ng Php2300 para sa pangkain nila. Sabi niya babalik raw sya agad para kunin sila. Hindi na maalala ni Mang Alberto kung kalian yung araw nay un eh, pero around September 28, 2012. Anong petsa na ngayon?
Hanggang ngayon nasa Baclaran church pa rin sila. Yung dalawang menor de edad, may sakit na. Di na bago sa kanila ang magutom. Lumapit na sila sa DSWD pero medyo mabagal din ang aksyon kasi marami rin silang inaasikaso. Ang pangamba ni Mang Alberto, baka dumating yung oras na di na sila pwede sa simbahan. Saan na sila tutuloy?
Isa lang naman ang gusto ko. Kumalat lang sana ito. Hindi para papanagutin yung taong nagdala sa kanila sa Maynila, pero para makauwi na sila. Hindi ko kasi kayang pondohan yung pamasahe nilang walo pauwi sa Davao. Yun lang naman yung gusto nila eh, yung makauwi. Kasi di hamak na mas maayos yung buhay nila sa Davao kesa dito.
Sana makarating ito sa tao, o mga taong may kakayahang tumulong. Napakabait ni Mang Alberto. Tsaka masayang kakwentuhan. Sabi niya nga pag nakauwi siya sa kanila, dumalaw raw ako doon at mag-iinuman kami ng tuba. Ibang klase siya. Kitang kita mo sa mukha niya na hirap na hirap na siya. Kitang kita mo sa katawan niya na nagugutom sila. Pero sa dalawang bes kong nakita siya, palagi siyang nakangiti. Tulungan sana natin silang makauwi.

DECLARING MONDAY, 24 DECEMBER 2012, AS A SPECIAL (NON-WORKING) DAY THROUGHOUT THE COUNTRY

WHEREAS, Monday, 24 December 2012 falls between Sunday, 23 December 2012 and Tuesday, 25 December 2012 (Christmas Day), which is a regular holiday throughout the country;

WHEREAS, the declaration of 24 December 2012 as a special (non-working) day will give the people full opportunity to celebrate Christmas with their family and loved ones;

NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Monday, 24 December 2012, as a special (non-working) day throughout the country.

The Department of Labor and Employment is hereby directed to issue appropriate circular to implement this Proclamation for the private sector.
